Important Notice on HKEF Competition Rules & Horse of the Year Points Calculation Method for 2020-2021

 

HKEF competition rules for season 2020-2021 has been approved by the HKEF Executive Committee (ExCo) on the 4 November, following consultations with riding school representatives, members and competitors, and Rules Sub-Committee (RSC) review. The major changes in the HKEF Dressage, Jumping, Eventing and General Rules are outlined in the table below. The full set of Competition Rules are available on the HKEF website.

Updated all the Diagrams (EXAMPLES OF REFUSALS, RUN-OUTS AND CIRCLES) under the Article 434 - Nature of Obstacles Adapted the latest updates from the FEI Jumping Rules Adapted the latest updates from the FEI Dressage Rules

Please be reminded that:

  • Both HKEF Eventing and Dressage Rules will be applied to all Eventing and Dressage competitions except FEI competitions such as FEI Dressage World Challenge and CCI1*
  • Extracted FEI Jumping Rules 2020 (HKEF Jumping Rules) will be applied to all graded local competitions while full FEI Jumping Rules 2020 will be applied to FEI Jumping competitions in Hong Kong

 

Kindly noted that there will be sharing sessions regarding rules changes conducted by representatives of the RSC, where the rules changes will be discussed in details. You will also be allowed to raise questions in the session, please stay tuned for our updates!

 

2.   Update on Horse of the Year Awards Calculation Method 2020-2021

HKJC Best ‘Newcomer’ Retired Racehorse Award

 

A scoring criteria was added for the situation when a “tied” arises:

  • Jumping and Eventing
  1. Double up points achieved at Horse of the Year Show
  2. Level of difficulty
  3. Number of winning times

 

  • Dressage
  1. Double up points achieved at Dressage Horse of the Year Show
  2. Level of difficulty and percentage
  3. Collective marks achieved at Dressage Horse of the Year Show

During the current COVID-19 pandemic, ExCo and RSC recognise that additional flexibility has been requested with respect to the running of Events. HKEF is a national federation under the FEI and is also a National Sports Association under the Hong Kong Government. It therefore is governed by and must satisfy the rules and regulations of the governing bodies. HKEF and Graded Events must proceed on the basis that the fundamental principle of fair play can be upheld. Since equestrian sport has been promoted to Tier A, any national/graded show results can affect the selection of Elite Athletes for Hong Kong and the application for funding support from the Hong Kong Sports Institute. To ensure results being representative of Athletes’ effort and achievement against their peers, HKEF sanctioned graded events must be widely accessible to all Athletes and Riding Clubs/Schools and run in accordance with HKEF rules.

 

The Show Schedule is still currently being finalized owing to uncertainties relating to venue availability and logistics constraints. If these Events cannot be run in accordance to published HKEF rules, we would need to investigate as to whether alternative proposals could be identified to ensure competition fairness, and obtain approval for deviations or modifications on a case by case basis. Approval of all graded and other shows will be subject to compliance with any government restrictions and guidance from SF&OC and LCSD.
